أطلقت منظمات الأمم المتحدة المعنية بالغذاء والزراعة أخيراً شعار «٢٠١٢: السنة العالمية للتعاونيات»، مرفقاً ببرنامج عمل يهدف إلى تفعيل دور التعاونيات الزراعية في الدول الفقيرة كوسيلة أساسية لمكافحة الفقر الريفي ودعم الأمن الغذائي. ولفتت في بيانها إلى أن التعاونيات تنشط في جميع القطاعات الاقتصادية، وتضم أكثر من ٨٠٠ مليون منتسب، وتوفّر ١٠٠ مليون فرصة عمل. وتجاوز الإنتاج العام للتعاونيات الثلاثمئة الأكبر في العالم عتبة التريليون دولار عام ٢٠٠٨. أما البرازيل التي شهدت خلال العقد الماضي نمواً زراعياً سريعاً، فقد أنتجت تعاونياتها ٣٧ في المئة من الناتج الزراعي، أي أكثر من ٥ في المئة من الناتج العام. ويمثّل العمل التعاوني المسار الأكثر نجاحاً في تمكين صغار المنتجين من دخول السوق ومواجهة احتكار الشركات الكبرى للأسمدة والبذور على سبيل المثال، إضافة إلى مساهمته في تقوية القدرة التفاوضية للضعفاء. عالمياً، تؤدي التعاونيات الزراعية والغذائية دوراً أساسياً في الأمن الغذائي وتحسين معيشة الفقراء. لكن لبنان، كعادته، يشذ عن القاعدة. فرغم وجود مئات التعاونيات الزراعية، لا يزال الأمن الغذائي يتدهور مقابل ازدياد عدد فقراء الريف.
ويرى معظم المراقبين أن التجربة التعاونية في لبنان لم تكن ناجحة بمعظمها، رغم التمويل الدولي الذي بلغ ملايين الدولارات لبعض التعاونيات الزراعية. واقعٌ مرتبط بغياب الإطار القانوني الملائم لحماية حقوق المنتسبين، وانعدام المساواة في تطبيق القانون بين المواطنين. ووسط غياب هذه المعايير، تصبح التعاونيات أداة سياسية أخرى في يد بعض النافذين لا تساهم إلا في تثبيت علاقات القوة التي تميز النظام السائد.

Reviving Organic Agriculture?

Recently, the ministry of agriculture decided to revive the organic farming bill as part of its strategy to organize all the agricultural sectors, particularly those connected to improving living conditions in the countryside and protecting the health of the nation. The organic farming sector has seen rapid expansion in the last three years as a result of people’s growing fear after some local newspapers published some fragmentary information about the presence of large quantities of pesticide deposits in vegetables and fruits. This fear prompted many well off people to search for alternatives, and the organic sector in Lebanon was rediscovered.

The history of organic farming in Lebanon is more than a decade old. Many environmentalists, farmers and academics have contributed to establishing it with the aim of preserving the environment and fighting rural poverty. The sector had some support from foreign development agencies. Some projects were financed with foreign money but under the supervision of the agriculture ministry. However, this sector was never a priority for the ministry.

The development of the sector in terms of monitoring and obtaining internationally recognized production certificates came as a result of the efforts of the civil and private sectors. The ministry did not take any interest in the problems of marketing or training small farmers in organic production, leaving these issues to the whims of the market and the donors. This is what made a large number of poor farmers abandon the sector, leaving it to producers who are able to secure capital and direct marketing to the well off.

The ministry should begin to make use of this experience and realize that the law is necessary but it is not enough. It has to engage in the direct support of small organic farmers to allow them to participate effectively in reviving the sector. They have to make it part of a strategy for social and environmental justice, so that it does not become elitist, its only aim to accumulate profit.

قررت وزارة الزراعة أخيراً إعادة إحياء مشروع قانون الزراعة العضوية، ضمن استراتيجيتها الهادفة إلى تنظيم جميع القطاعات الزراعية، وخصوصاً تلك المرتبطة مباشرة بتحسين ظروف العيش في الأرياف، والحفاظ على صحة المواطن. وقد شهد قطاع الزراعة العضوية نمواً سريعاً في السنوات الثلاث الماضية، نتيجة الذعر الذي أصاب الناس بعد نشر الصحف المحلية معلومات مجتزأة عن وجود كميات كبيرة من رواسب المبيدات في الخضار والفاكهة. خوف دفع عدداً كبيراً من المواطنين المنتمين إلى الطبقات الميسورة إلى البحث عن بدائل، ليعاد اكتشاف القطاع العضوي اللبناني. يعود تاريخ الزراعة العضوية في لبنان إلى أكثر من عقد. وأسهم عدد من الناشطين البيئيين والمزارعين والأكاديميين في تأسيس القطاع، بهدف الحفاظ على البيئة ومكافحة الفقر الريفي. نال القطاع بعض الدعم من قبل جهات تنموية أجنبية، فضلاً عن بعض المشاريع الممولة خارجياً بإشراف وزارة الزراعة، من دون أن يكون ضمن أولوياتها.

وكان تطور القطاع في ما يتعلق بالرقابة والحصول على شهادات انتاج معترف بها عالمياً حصيلة جهود القطاعين الأهلي والخاص، وخصوصاً أن الوزارة لم تلتفت إلى قضايا التسويق وتدريب صغار المنتجين على الإنتاج العضوي، واضعة هذه الأمور رهن مشيئة السوق والمانحين. واقع أدى إلى خروج عدد كبير من المزارعين الفقراء من القطاع، ودخول منتجين قادرين على تأمين رؤوس الأموال والتسويق المباشر للأغنياء. لذلك، يجب على الوزارة الاستفادة من هذه التجربة، وإدراك أن القانون ضروري لكنه غير كاف. يجب أن تمد يد الدعم المباشر إلى صغار المنتجين العضويين للمساهمة الفعلية في إنعاش القطاع، وجعله جزءاً من استراتيجية عدالة اجتماعية وبيئية، حتى لا يصبح القطاع نخبوياً هدفه الوحيد جني الأرباح.

Agricultural Feudalism

Food security in Lebanon suffers from a chronic crisis. Lebanon imports 75% of its food needs, particularly basic foodstuffs such as wheat, sugar and oil. The livestock sector depends entirely on imported feed, rendering it hostage to foreign markets.

Experts in food security are divided into two sides over a solution for this crisis. The first believes that opening the markets and freeing them will lead to lower international prices and will achieve food security through exports. The second argues that the number of hungry people in the world is rising, particularly in poor countries where markets have been flooded with foodstuffs subsidized and exported by industrial countries. They rely on studies which have shown that the main reason behind the rise in the price of commodities is the financial speculation carried out by international financial corporations. The second side emphasizes the need to bolster local production to achieve a certain amount of independence.

Therefore, it has become necessary to resuscitate the agricultural sector in Lebanon, which has witnessed a sharp decline in recent decades.

One of the problems of this sector is reflected in the unfair distribution of agricultural land. Major landowners control 30% of agricultural land, but they represent only 2% of this sector. Small farmers, who represent over 95%, occupy only half the agricultural area. The produce from their small landholdings is not enough to fulfill their everyday needs, forcing them into displacement and immigration.

It is clear that Lebanon’s food security and the sustainability of its countryside are mainly based on small producers who do not have the ability to carry on unless agricultural land ownership is reorganized and the right to exploit abandoned land owned by the rich is reviewed.

يعاني الأمن الغذائي اللبناني أزمة مزمنة. يستورد لبنان ٧٥ في المئة من احتياجاته الغذائية، وخصوصاً السلع الأساسية مثل القمح والسكر والزيت. فيما يرتكز القطاع الحيواني كلياً على الأعلاف المستوردة، ما يجعل منه رهينة للأسواق الخارجية. وينقسم خبراء الأمن الغذائي في اقتراح حلّ لهذه الأزمة إلى فريقين؛ يرى الأول أن فتح الأسواق وتحريرها سيؤديان إلى خفض الأسعار العالمية وتحقيق الأمن الغذائي من خلال الاستيراد. فيما يلفت الثاني إلى أن عدد جياع العالم في تصاعد، وتحديداً في البلدان الفقيرة التي أغرقت أسواقها بسلع غذائية مدعومة تصدرها البلدان الصناعية، مستنداً إلى دراسات أظهرت أن سبب ارتفاع السلع يعود بشكل أساسي إلى المضاربات المالية التي تقودها شركات المال العالمية.

ويشدد الفريق الثاني على ضرورة تقوية الإنتاج المحلي لتحقيق بعض الاستقلالية. لذلك، أصبح من الضروري إنعاش القطاع الزراعي اللبناني الذي شهد تراجعاً حاداً خلال العقود الماضية. وتتجلى إحدى مشكلات القطاع في التوزيع المجحف للأراضي الزراعية، إذ يسيطر كبار الملاكين على ٣٠ في المئة من الأراضي الزراعية، ويشكلون ٢ في المئة فقط من مجمل القطاع. أما صغار المزارعين الذين تفوق نسبتهم ٩٥ في المئة، فيشغلون نصف المساحة الزراعية. لا يؤمن نتاج المساحات الصغيرة متطلباتهم المعيشية، ما يضطرهم إلى النزوح والهجرة. ويبدو جلياً أن أمن لبنان الغذائي واستدامة ريفه يرتكزان بشكل أساسي على منتجين صغار ليست لهم القدرة على الاستمرار في حال عدم تنظيم الملكية الزراعية وإعادة النظر في حقوق استعمال الأراضي المتروكة التي يملكها أثرياء. فهل يجرؤ أحد من «المصلحين» السياسيين على المسّ بممتلكات الطبقات

The Associated Press discovered that of the $379 million in initial US money promised for Haiti, most was not really money going directly, or in some cases even indirectly, to Haiti. They documented in January 2010 that thirty three cents of each of these US dollars for Haiti was actually given directly back to the US to reimburse ourselves for sending in our military. The Olive Oil Issue

The Olive oil sector in Lebanon needs a quick solution, especially as it is one of the most important sectors in agriculture. It is the principle source of income for a number of those in the countryside and even the cities. The areas planted with olive trees are equal to the area covered by woodland in Lebanon, making this noble tree a symbol of the country.

The harvest this year was plentiful, even leading producers to protest a slump in the sales of oil, demanding that the state should buy the surplus and subsidize its export.

The producers’ demands do not come out of nowhere. The international demand for olive oil is growing at a rapid speed, particularly in countries that do not produce olives but are witnessing rapid economic growth, such as India and China. Last year, Spain increased its exports to 200,000 tons, while production in Lebanon does not exceed 9000 tons. Despite this year’s surplus, the price of the tin of oil (16kg) in Lebanon rose. Today, it is between $100 to $150. However, the price of a tin of Spanish olive oil Extra, of high quality, does not exceed $50. This means that Lebanese olive oil does not conform to market prices!

There are other strange aspects to this sector. A study carried out by the UN points out that the per capita consumption of olive oil in Lebanon is only 2.5 kg, compared to 26 kg in Greece, which subsidizes the planting of olive trees as well as the production of oil and its markets. It is worth mentioning that the consumption of olive oil which is rich in monounsaturated oil lowers the levels of harmful cholesterol in the body. Typically, high prices are a barrier to increased consumption. Therefore, the solution does not lie in export, it lies in supporting consumption to fight diseases and protect the citizens.

What I mean by audacity is therefore:

For the radical left in the societies of the imperialist triad, the need for an engagement in the building of an alternative anti-monopoly social bloc.
For the radical left in the societies of the peripheries to engage in the building of an alternative anti-comprador social bloc.

It will take time to make progress in building these blocs, but it could well accelerate if the radical left takes on movement with determination and engages in making progress on the long road of socialism. It is therefore necessary to propose strategies not ‘out of the crisis of capitalism,’ but ‘out of capitalism in crisis’ to borrow from the title of one of my recent works.

We are in a crucial period in history. The only legitimacy of capitalism is to have created the conditions for passing on to socialism, understood as a higher stage of civilization. Capitalism is now an obsolete system, its continuation leading only to barbarism. No other capitalism is possible. The outcome of a clash of civilizations is, as always, uncertain. Either the radical left will succeed through the audacity of its initiatives to make revolutionary advances, or the counter-revolution will win. There is no effective compromise between these two responses to the challenge.

All the strategies of the non-radical left are in fact non-strategies, they are merely day-to-day adjustments to the vicissitudes of the imploding system. And if the powers that be want, like le Guépard, to ‘change everything so that nothing changes,’ the candidates of the left believe it is possible to ‘change life without touching the power of monopolies’! The non-radical left will not stop the triumph of capitalist barbarism. They have already lost the battle for lack of wanting to take it on.

تنمية الصادرات الزراعية كلفة البرنامج 50 مليار ليرة وهو لا يشمل صغار المزارعين

ــــ يقدّر أن ينتج المزارعون اللبنانيون في عام 2012 نحو 78 ألف طن تفاح، و90 ألف طن موز، و20 ألف طن عنب، و114 ألف طن حمضيات، و21 ألف طن فواكه مختلفة، و100 ألف طن بطاطا، و39 ألف طن خضر، أي ما مجموعه 434 ألف طناً. ـــــ الإنتاج الزراعي الإجمالي لهذه الأصناف سيرتفع إلى 483 ألف طن في عام 2013، ويصل إلى 500 ألف طن في عام 2014.

ـــــ أما إنتاج البيض اللبناني، فيقدّر بنحو 410 آلاف صندوق بيض في 2012، ويرتفع إلى 443 ألف كرتونة في 2014. ـــــ يُقدر إنتاج الزهور والشتول بنحو 35 طناً لكل منهما، ويرتفع إلى 38 طناً في عام 2014. ـــــ يصل إنتاج العسل إلى 28 طناً. ـــــ يبلغ إنتاج زيت الزيتون نحو 4000 طن.

استندت «إيدال» إلى هذه التقديرات للإنتاج الزراعي لتحديد كلفة دعم تصديرها البالغة نحو 43 مليار ليرة لعام 2012، وهو ما تبنّاه مجلس الوزراء في قراره الصادر في أيلول الماضي، القاضي بوضع برنامج جديد لدعم الصادرات بعنوان «تنمية الصادرات الزراعية»، ورصد موازنة لهذا البرنامج بقيمة 50 مليار ليرة، وذلك بعدما كانت حكومة الرئيس فؤاد السنيورة السابقة قد قررت وقف البرنامج السابق.

يرحّب المزارعون بإعادة إحياء برنامج دعم الصادرات، إلا أن قرار مجلس الوزراء لم يُعالج شكواهم الأساسية؛ إذ إن صغار المزارعين لا يزالون مستبعدين من الاستفادة من هذا الدعم، في ظل تبني الآليات نفسها التي لا تربط دعم المصدرين بمدى استجابة هؤلاء لمصالح المزارعين..

ثمة عبارة واحدة تستحق أن تحفظ هذه الأيام من كلام رجب طيب أردوغان. حين وصل إلى رئاسة حكومة تركيا، في ظل صعوبات مالية واقتصادية، وتحت وطأة حكم شبه مبرم من المؤسسات الدولية الشهيرة بأحكامها، عن أن بلاده مصنفة فقيرة، تصنيفاً نهائياً، كأن الفقر في بعض البلدان وفي عرف تلك المؤسسات، عامل جيني، أو سمة مورفولوجية أو شيء من قبيل لون البشرة أو شكل الجمجمة أو ضوء العينين... يومها قال أردوغان: يكفي أن نوقف الفساد، لندرك كم أننا أغنياء. لا شك في أن لهذا القول رنيناً خاصاً على أسماع البيروتيين. نحن من عشنا زمن السلطنة أربعة قرون، وأخذنا منها الكثير من عاميتنا، وأولها البقشيش. يرن هذا القول فيما نحن عالقون منذ أسابيع، حكومة وأطراف إنتاج وناساً معترين، في دوامة البحث عن زيادة مداخيلنا، من دون إنهاك دولتنا في مضاعفة النفقات.

يروي أحد العارفين من أهل الاختصاص والمعرفة والتجربة أن الأبواب التي ينطبق عليها كلام السلطان أردوغان عندنا، تمثّل سلسلة جهنمية لا تنتهي. لا بل من ضروب المعجزات أو المستحيلات أن يتطرق إليها إنسان أو مسؤول.

قد تكون قضية المضاربات العقارية التي قاربها شربل نحاس الأكثر نفوراً وسفوراً. كيف تراكمت ثروات هائلة بلا محاسبة ولا حتى رسم؟ كيف يمكن شطحة قلم في موازنة أن تعفي سوليدير من أكثر من ملياري دولار ضرائب، يفترض أن تكون مستحقة عليها للدولة جراء إعادة تقويم أصولها؟ أو كيف لأكثر من عشرين مليار دولار أن تتحول هبة من دون سؤال، لتلك الشركة نفسها، عبر تلفيقة الردميات لقاء بنية تحتية لشارعين وزاروب في قلب بيروت؟ أو كيف لعشرات المليارات من الدولارات المماثلة، أن تطير من أمامنا، من دون أن تطير البتة، لا بل تظل جاثمة منهوبة في الأملاك البحرية العامة؟

لكن اللائحة تطول وتطول، وتشمل مسائل غريبة مستغربة. مثلاً، يُقال إن لبنان هو البلد الوحيد في العالم حيث تفرض على السيارة المستوردة أربعة رسوم، والأهم أنها لا تدفع في مكان واحد. بحيث يُترك أمرها لعملية فساد وإفساد كبيرة في التخمين والتسعير، تكلف الخزينة العامة بضعة ملايين من الدولارات سنوياً، لمجرد تنفيع بعض الجيوب.

والأمر نفسه ضمن أبواب لا تعد ولا تحصى عند كل مرفق لبناني، بحراً وبراً وجواً. في المرفأ مثلاً، لا تكفيك بوليصة الشحن، وهي ما يعادل صك الملكية في عالم نقل البضائع، لتخليص ما تملكه. بل عليك أن تدفع «خوة» ثابتة اسمها «إذن تسليم» بقيمة عشرين ألفاً، يقدر الخبراء أنها تراكم سنوياً عشرات ملايين الدولارات، تنفيعاً لمنتفع. في المطار، يروي أحدهم واقعة واحدة تكفي للاستدلال والقياس: قبل أسابيع وصلت شحنة أدوات إلكترونية آتية من الخارج، حسب الأصول والأنظمة ووفق كل المعايير القانونية. لكنها علقت في عنابر مطارنا الدولي. تبين أن نافذاً يستورد النوع نفسه من البضاعة، فباتت محظورة على مستوردها، إلا في حالة من ثلاث: أن يجيرها للنافذ، أو أن يدفع خوة هائلة ثمناً لإنقاذها، أو «ما بتعرف شو بيصير فيك»... والمثل نفسه يؤكد العارفون أنه يحصل كل يوم، وفي كل ثغرة من أرضنا السيدة.

ثم هناك الأبواب الصغيرة، أو نوافذ الفساد والهدر «اللامركزيين»، تلك التي لا ينتبه إليها أحد. مثلاً، يقال إن محال البوكر الإلكتروني باتت تفرخ عندنا مثل الفطر. تخطت الثلاثمئة. يستحصل على تراخيصها نافذون، لقاء خوات تراوح بين 25 ألف دولار وخمسين ألفاً، حسب موقع المحل ورواج نشاطه المتوقع. خوات يتقاضاها رسميون مسؤولون عن منح التراخيص، من دون أي رقابة فعلية لوزارة المالية. أي مبلغ تهدره هذه؟ ليس أقل من 20 مليون دولار سنوياً.

وصولاً طبعاً إلى المغارات اللبنانية التاريخية: من مغارة جعيتا وسرقة التراث، إلى السوق الحرة ومثلث السيكار والويسكي وأسرار الخطف والاختطاف أخيراً. منجم ذهب، يكفيك الدليل على مافيوزيته أن زجاجة الكحول في أرض المنشأ، لا يتعدى سعرها خمسة آلاف ليرة لبنانية. وصولاً إلى مغارة سوكلين والسعر السري لطن «زبالتنا»، كأن فيه شيئاً من التجسس الدولي الذي يحول دون معرفة تفاصيله، فينتهي بملايين الدولارات المسحوبة من البلديات، من دون سؤال ولا فاتورة.

وعلى سيرة الفاتورة، يكفينا الطابع البريدي. تلك الأسطورة الموروثة من قرون مضت، لا تزال قائمة عندنا، مع أنها تجفف الحلق، لكنها تسيل لعاب منتفعين. وإلا فكيف لدولة في هذا القرن أن تدفع 20 بالمئة من رسم تحصله، لمجرد أن تطبع أوراقاً للتلف، بدل أن يكون الرسم نفسه مجرد ختم؟

لبنان في المرتبة 127 عالمياً، ضمن لائحة الشفافية. لم يعد خلفنا غير بعض أدغال ومجاهل. ولا يمكننا قطعاً الرهان على بلوغ القعر، للانطلاق مجدداً. فمع طبقة حاكمة كهذه، سيحفرون القعر حتماً، بضرب الأظفار والأكمام.

يحتاج قطاع زيت الزيتون في لبنان إلى حلّ سريع، وخصوصاً أنه أحد أهم القطاعات الزراعية، ويمثّل مصدر دخل رئيسي للعديد من سكان الريف والمدن. كذلك، تساوي المساحات المزروعة بالزيتون تلك الحرجية، ما يجعل من هذه الشجرة النبيلة رمزاً للبنان. كان الموسم هذا العام وفيراً، حتى إن المنتجين احتجوا جراء كساد الزيت، وطالبوا الدولة بشراء الفائض ودعم تصديره.

لم يأت طلب المنتجين من فراغ، وخصوصاً أن الطلب العالمي على زيت الزيتون يتضاعف على نحو سريع في البلدان التي لا تنتج الزيتون، وتشهد نمواً اقتصادياً سريعاً كالصين والهند. في العام الماضي، ضاعفت إسبانيا صادراتها إلى ٢٠٠ ألف طن، فيما لا يتعدى الإنتاج اللبناني ٩٠٠٠ طن. ورغم الكساد، ارتفع سعر صفيحة الزيت (١٦ كيلوغراماً) في لبنان العام الماضي، ويراوح اليوم بين 100 دولار و150 دولاراً. أما صفيحة الزيت الإسباني الإكسترا، وذات الجودة العالية، فلا يتعدى سعرها الخمسين دولاراً، ما يعني أن زيت الزيتون اللبناني ليس مطابقاً لقوانين السوق!

وتتخلل هذا القطاع غرائب أخرى، إذ أشارت دراسة منبثقة من برنامج الأمم المتحدة إلى أن استهلاك الفرد لزيت الزيتون في لبنان لا يتعدى الـ٢,٥ كيلوغرام سنوياً، مقارنة بـ ٢٦ كيلوغراماً في اليونان، التي تدعم زراعة الزيتون وانتاج الزيت وتسويقه. وتجدر الإشارة إلى أن استهلاك زيت الزيتون الغني بالدهون غير المشبعة يخفض مستويات الكولسترول الضار. وغالباً ما تمثل الأسعار المرتفعة عائقاً أمام زيادة الاستهلاك. لذلك، لا يكمن الحل في التصدير، بل في دعم الاستهلاك لمكافحة الأمراض وحماية المواطن.

"MJK-N: The book has three major components. It starts with a history of how American Jews have been indoctrinated with Zionism, particularly since 1967. I explore the way that American Hebrew schools slowly replaced subjects like the Bible and Hebrew with a Zionist curriculum and how various changes in the political landscape emboldened their curriculum. The second chapter covers coexistence, otherwise known as normalization. Many former Zionists, myself included, often look to Palestinian and Israeli coexistence as a paradigm that seems deceptively logical as a way to achieve "peace," whether used in an educational or activist context. I explore both coexistence programs like Seeds of Peace, as well as literary and cinematic texts that portray normalization; these are often texts that get adopted for classroom use because their politics are palatable even to liberal Zionists. The final two chapters are the heart and soul of the book. It shifts from these negative models of Zionism or soft Zionism into illustrating how one should teach Americans about Palestine. I use a framework, inspired by educators like Paolo Freire and Howard Zinn, to provide teachers with both texts they can use in the classroom to teach American students about Palestine as well as a method they can adopt in order to do so in a way that is respectful of Palestinian voices and rights."

But the idea is also deeply rooted in a strange fantasy vision of nature that emerged in the 1920s and 30s as the British Empire began to decline. It was a vision of nature and – ultimately – the whole world as a giant system that could stabilise itself. And it rose up to grip the imagination of those in power – and is still central in our culture.

But we have long forgotten where it came from. To discover this you have to go back to a ferocious battle between two driven men in the 1920s. Obesity Among the Poor

More than half of the Lebanese suffer from being overweight or obese. This is a phenomenon which has spread around the world in the past three decades, in parallel with the spread of western diets and the decline of traditional ones, particularly among the poor in both developed and developing countries. Obesity has become a problem for the poor, when in the past it had been the privilege of the rich.

Egypt, where 40% of the population live under the poverty line, is believed to be one of the countries to suffer most from this problem, particularly among women, where 76% of them suffer from being overweight, while 48% are obese. This phenomenon arose because of the abundance of certain basic, imported and subsidized foodstuffs, such as sugar, rice, bread, pasta and cheap cooking oil. Moreover, our countries do not encourage exercise to burn the extra calories.

In France, for example, the state encourages its citizens to substitute using their cars or public transport with walking, particularly after a meal. They call this program “Food and Movement (manger bouger),” and it seeks to protect people from the diseases caused by being overweight such as heart disease, diabetes and blood pressure, as well as cancer.

Things are different in Beirut and Cairo where walking in a street full of cars, where there is no acknowledgement of the pedestrian’s right to the pavement, could pose a worse danger than heart disease or blood pressure!

This is why we have to deal with the problem of overweight and obesity by extending the number of programs to guide people towards a good diet and sports, as well as to build free sports facilities. As for the funding for such programs, it is easy. It can be done by subsidizing local produce and taxing foodstuffs which are full of fat, salt and sugar, just as many European countries do, even if this option may not be to the liking of those who import and manufacture these foodstuffs.

يعاني أكثر من نصف اللبنانيين مشكلتي الوزن الزائد والبدانة. ظاهرةٌ تفشت في العالم خلال العقود الثلاثة الماضية، تزامناً مع انتشار العادات الغذائية الغربية وانحسار تلك التقليدية، وخصوصاً بين الفقراء في البلدان المتقدمة والنامية على حد سواء. فأصبحت البدانة مشكلة خاصة بالفقراء بعدما كانت حكراً على الأغنياء.

وتعدّ مصر (40 في المئة من سكانها يعيشون تحت خط الفقر)، إحدى البلدان الأكثر تضرراً من هذه المشكلة، وخصوصاً بين النسوة، إذ إن ٧٦ في المئة منهن يعانين الوزن الزائد، في مقابل 48 في المئة يعانين البدانة. وتعود هذه الظاهرة إلى وفرة بعض الأغذية الأساسية والمستوردة والمدعومة، مثل السكر والأرز والخبز والباستا والزيوت الرخيصة، فضلاً عن أن بلادنا لا تشجع على ممارسة الرياضة لحرق السعرات الحرارية الإضافية.

في فرنسا، على سبيل المثال، تشجع الدولة مواطنيها على استبدال استخدام السيارة أو وسائل النقل العام بالمشي، وخصوصاً بعد تناول الطعام، مطلقة على هذا البرنامج اسم «طعام وحركة». ويهدف ذلك إلى حماية الناس من الأمراض التي يسببها الوزن الزائد كالقلب والشرايين والسكري والضغط، إضافة إلى الأمراض السرطانية. يختلف الوضع في بيروت والقاهرة؛ إذ قد يمثّل المشي في الشوارع المليئة بالسيارات، والتي لا يعترف فيها أحد بأحقية الرصيف للمارة، خطراً أكبر من مرض القلب أو الضغط!

من هنا، يجب مواجهة مشكلتي الوزن الزائد والبدانة من خلال تكثيف البرامج الإرشادية المتعلقة بالغذاء السليم والرياضة، إضافة إلى إنشاء مرافق مجانية للرياضة. أما في ما يتعلق بتمويل المشروع، فالأمر سهل؛ إذ يكفي دعم المنتجات المحلية، وفرض ضريبة على الأطعمة الغنية بالدهون المشبعة والملح والسكر على غرار العديد من الدول الأوروبية، علماً بأن هذا الخيار قد لا يروق بعض مستوردي هذه السلع الغذائية ومصنّعيها

The Curse of Diabetes

The world population of diabetes sufferers has exceeded 350 million, making it a pandemic, particularly in poor countries. It is an epidemic that kills over 3 million people a year. The reason behind the increase in the number of diabetics in the last three decades is the change in nutrition habits and the rise of “fast food,” rich in saturated fats and sugar. A number of researchers have associated the rapid spread of the disease in poor areas with the abandonment of traditional foods and the adoption of western nutrition habits which now pervade the globe.

In this context, similar studies carried out in Lebanon maintain that the percentage of diabetes sufferers exceeds those of the rest of the world (almost double), reaching 13-14% in adults. Lebanon suffers from a severe shortage of guidelines and early warning systems for dealing with chronic diseases such as diabetes. Moreover, the privatization of the health sector makes effective treatment the preserve of the rich. The high cost of living is also a huge obstacle to those who wish to adopt a special diet to deal with diabetics.

It must be said that the state and some charities do offer treatment and drugs to a number of those afflicted. But it is logical to expect those in charge to put a limit to the spread of diabetes through preventative approaches such as diet.

Traditional food in our countries should be the starting point. The cuisine of the Levant is rich with dishes where vegetables and fiber are the main ingredients. We should also get rid of the culture of carbonated drinks which are high in sugar content. This is a move that looks possible until we hit several obstacles, such as the interests of the investors in the carbonated drinks industry, along with the merchants and those who benefit from importing cheap food of poor quality.

The deterioration of the traditional agriculture sector also contributes to the worsening problem. In the end, we cannot treat the problem of diabetes as a health issue without looking at its political dimensions.

تخطى عدد المصابين بمرض السكري في العالم ٣٥٠ مليون نسمة، ما يجعل هذا الداء المتفشي، وخصوصاً في البلدان الفقيرة، وباءً شاملاً يذهب ضحيته أكثر من ثلاثة ملايين شخص سنوياً. ويعود سبب زيادة المصابين خلال العقود الثلاثة الماضية إلى التبدلات في العادات الغذائية والـ«فاست فود» الغني بالدهون المشبعة والسكر. وربط عدد من الباحثين انتشار المرض السريع في البلدان الفقيرة بالتخلي عن الأغذية التقليدية واتباع العادات الغذائية الغربية التي اجتاحت الكوكب.
وفي السياق، أشارت دراسات مشابهة في لبنان إلى أن نسبة المصابين بالسكري تفوق الأرقام العالمية (الضعف تقريباً)، وتراوح بين ١٣ و١٤ في المئة من الراشدين. ويعاني لبنان نقصاً حاداً في منظومات الترشيد والإنذار المبكر للتعامل مع الأمراض المزمنة كالسكري، فضلاً عن أن خصخصة القطاع الصحي تجعل العلاج الفعال حكراً على الأغنياء. ويُعَدّ غلاء المعيشة أيضاً عائقاً أساسياً أمام الراغبين في تبني حمية خاصة بالسكري.
وتجدر الإشارة إلى أن الدولة وبعض الجمعيات الخيرية تقدم العلاج والدواء لعدد من المصابين، لكن المنطق يفرض على القيّمين وضع حد لتفشي السكري من خلال مقاربات وقائية مثل الحمية. ويعد الغذاء التقليدي في بلادنا نقطة انطلاق أساسية؛ فمطبخ بلاد الشام غني بالأطباق التي تكثر فيها الخضار والألياف، مع ضرورة إلغاء ثقافة المشروبات الغازية المشبعة بالسكر. التزام يبدو ممكناً قبل أن يصطدم بعوائق عدة، منها مصالح المستثمرين في صناعة المشروبات الغازية، والتجار والمستفيدين من استيراد الغذاء الرخيص والرديء. كذلك، يسهم تدهور القطاع الزراعي التقليدي في تفاقم المشكلة. وفي النتيجة، لا يمكن معالجة مشكلة السكري كقضية صحية من دون الالتفات إلى الأبعاد السياسية.

Food is a Political Weapon

The British researcher, Jane Harrigan, chose Food Security in Lebanon and the Strategies of the Ministry of Agriculture as the title of her lecture last Wednesday at the Faculty of Agriculture and Food Sciences at AUB.

She pointed out that Lebanon imports 90% of its grains from international markets, but is almost self-sufficient in terms of vegetables and fruits. This is why the agriculture ministry decided to invigorate wheat production and modernise it. It succeeded in doubling the national product in the last few years.

Harrigan spoke of a simulation model to determine the most successful agriculture sector in Lebanon according to the principles of comparative advantage. The model showed that the fruit and vegetable export market had the highest potential. Harrigan offered nothing new in her conclusions, which we have been hearing from those who adhere to neoliberal economics for a long time now. It is the same approach, built on free markets and free trade, bowing to the control of markets which are in turn controlled by international economic forces and transglobal companies.

Harrigan realizes this and pointed out that food can be a political weapon, particularly wheat, a principle component of people’s nutrition. This idea allowed her to justify the ministry of agriculture’s strategy as an exercise in sovereignty even if it is not economical.

This is a very important issue because an economic siege, particularly in terms of food, might prove to be more ferocious than military war because it will affect a wider sector of society. This is why we have to rectify this situation before we find ourselves suffering the same crisis as the farmers in blockaded Gaza. They were encouraged by development organizations to concentrate on strawberry production for export to Europe. But they have to watch the product of their efforts destroyed at the blockaded crossings, while their children suffer from malnutrition.

اختارت الباحثة البريطانية جين هاريغان موضوع الأمن الغذائي في لبنان واستراتيجيات وزارة الزراعة، عنواناً لمحاضرتها يوم الأربعاء الماضي في كلية الزراعة والعلوم الغذائية في الجامعة الأميركية في بيروت. لفتت إلى أن لبنان يستورد ٩٠ في المئة من حاجاته من الحبوب من الأسواق الدولية، وينعم بشبه اكتفاء ذاتي من الخضار والفاكهة. لذلك، قررت وزارة الزراعة تنشيط زراعة القمح وتحديثها، وقد نجحت بمضاعفة المحصول الوطني خلال السنوات الأخيرة. إلا أن الباحثة البريطانية باشرت بدراسة افتراضية لتحديد القطاع الزراعي الأكثر نجاحاً في لبنان بحسب الميزة التفاضلية، واختارت قطاعي الفاكهة والخضار المعدة للتصدير. لم تقدم هاريغان أي جديد باستنتاجاتها التي طالما سمعناها من الذين يعتنقون النيوليبرالية. هي المقاربة نفسها المبنية على الأسواق المفتوحة والتجارة الحرة والخضوع لسيطرة أسواق تتحكم بها القوى الاقتصادية العالمية والشركات العابرة للجنسيات.
تداركت هاريغان هذا الواقع وأشارت إلى إمكان استعمال الغذاء سلاحاً سياسياً، وخصوصاً القمح، الذي يمثّل عنصراً أساسياً في غذاء الشعب. أتاحت لها هذه الفكرة تبرير استراتيجية وزارة الزراعة كعمل سيادي إن لم يكن اقتصادياً. ويعد هذا الموضوع في منتهى الأهمية؛ لأن الحصار الاقتصادي، وتحديداً الغذائي، قد يكون أكثر ضراوة من الحرب العسكرية؛ إذ يؤثر على شريحة واسعة من الشعب. لذلك، يجب علينا تدارك الأمر قبل الوقوع في الأزمة نفسها التي يعانيها مزارعو غزة المحاصرة، الذين شجعتهم الجمعيات التنموية على التركيز على إنتاج الفريز لتصديره إلى أوروبا. إلا أنهم يرون حصيلة عملهم تنتهك على بوابات العبور المقفلة، فيما يعاني أطفالهم سوء التغذية

What Is In a Bag of Crisps?
What is in the bag of crisps that our children are so addicted to? Apart from the high calories that are the result of soaking the thin potato slices in cheap oil of doubtful origin, there is human and environmental tragedy.
The story of the bag of crisps begins with the potato planted in the fertile plains of Akkar or the Biqaa Valley. Planting potatoes is usually done intensively and needs huge areas to guarantee economic success. This kind of production pollutes the soil with fertilizers and pesticides. It also drains precious water resources.
Over the decades, potato planting has moved on from being a food production process to become a capitalist enterprise which aims to produce a commercial commodity. This means that only a few rich investors, who control large sectors of the production process, reap the benefits. Those are the same people who shed crocodile tears whenever any Arab country returns their products because their quality is not up to standard. They accuse the ministry of agriculture of failing while at the same time they want to prevent the state from controlling any conditions of quality of production or export.
Like all rich businessmen, they want a weak state which works with a minimum of laws, unless they can benefit from them directly, helping them to increase their profits and accumulate fortunes. They form small cartels that manipulate the price of potatoes so that they can buy it at the lowest price possible from small farmers who then drown in debt.

There is another tragedy in the bag of crisps. It is the excessive exploitation of agricultural workers, particularly women. The same bag also contains the sweat of the factory workers, most of whom are day workers who live beneath the poverty line and who have no laws to protect them.
In the bag of crisps there is the same tale of injustice and exploitation as all other food products, but we do not feel it. Perhaps we have learned to accept injustice to the extent that we now live in a state of selective blindness.

ماذا في كيس «الشيبس» الذي يدمن عليه أولادنا؟ فعدا عن كمية السعرات الحرارية الهائلة والناتجة من تشبيع رقاقات البطاطا بالزيوت الرخيصة المشكوك بنوعيتها، هناك أيضاً مآسٍ إنسانية وبيئية. تبدأ قصة كيس الشيبس من حبة البطاطا التي تزرع في السهول الخصبة في عكار أو في البقاع. فزراعة البطاطا تتبع عموماً النمط المكثف الذي يحتاج إلى مساحات واسعة للنجاح الاقتصادي. وهذا النمط من الإنتاج يلوث الأرض بالأسمدة والمبيدات، كما يستنزف الموارد المائية الثمينة. وقد تحولت زراعة البطاطا عبر العقود من عملية إنتاج غذاء إلى عملية رأسمالية هدفها إنتاج سلعة تجارية لا يفلح فيها إلا بعض المستثمرين الأغنياء الذين يسيطرون على أجزاء كبيرة من سلسلة الإنتاج. هؤلاء هم أنفسهم الذين «يتبكبكون» كلما أعادت إحدى الدول العربية بضائعهم لأسباب تتعلق برداءة النوعية ويتهمون وزارة الزراعة بالتقصير، وهم في الوقت نفسه يريدون كف يد الدولة عن كل ما يتعلق بشروط نوعية الإنتاج والتصدير. وهم أيضا ككل التجار الأثرياء يريدون دولة ضعيفة تعمل بأقل ما يمكن من قوانين إلا تلك التي تفيدهم مباشرة وتساعدهم على زيادة الأرباح وتكديس الثروات. ويشكلون كارتيلات صغيرة تتلاعب بأسعار البطاطا لتشتريه بأدنى الأسعار من صغار المزارعين الذين يغرقون بالديون. وفي كيس الشيبس أيضاً مأساة أخرى وهي الاستغلال المفرط للعمالة الزراعية، وخاصة النساء. وفي الكيس نفسه، عرق عمال المصنع وأكثرهم من المياومين الذين يعيشون تحت خط الفقر والذين لا يجدون في القوانين ما يحميهم من الظلم. في قصة كيس الشيبس ظلم واستغلال كما في سائر السلع الغذائية، لكننا لا نشعر به ربما لأننا تعلّمنا أن نقبل بالظلم، إلى حدّ أننا نعيش في حالة عمى انتقائي.

The International Travel Fair is being held in London this week. It is dedicated to tourism, with international travel companies exhibiting their new wares and countries competing to attract tourists from all over the world.

This year, the Arab Spring had its corner in the fair. One of its sessions brought together the private and government sectors to discuss the ramifications of the Arab uprisings on a sector that is now a major source of income for a number of countries in the Middle East. This particularly applies to Egypt and Tunisia, where tourism is 12% of the national income. This percentage fell considerably after revolution shook those countries and brought down their rulers.

An Arab participant in the fair, told the BBC, his voice full of regret, that the Egyptian economy has suffered a major blow that has shaken it to the core as a result of the decline in tourism after the Arab Spring.

This kind of talk brings to mind the frivolous stuff we still hear from the anti-resistance faction. They still accuse the resistance of being responsible for pulling the plug on the tourist season in Lebanon during the war with Israel in the summer of 2006.

They choose to turn a blind eye to the fact that Israel destroyed infrastructure, factories and agricultural land in Lebanon. They also choose to ignore the fact that the resistance achieved what no Arab thought possible, defending their land, people and country, expelling the occupiers and causing them huge losses. This led to the imposition of a new geo-strategic balance of power, which Israel and those who support it are working hard to change through conspiracies and agents and by fueling internal conflicts.

Here we are in Lebanon today, busy voting for the Jeita Grotto to be chosen as one of the wonders of the world, employing all the naivety we can muster, hoping to encourage tourism in a country where the rent economy has become the catechism of the state.

If only they would spend all this effort developing the countryside, reforming agricultural land ownership and advancing the small farming sector! If only they would recall the victories of the resistance and be proud of them in the same way they eulogize Jeita. This is how wonders are made: at the hands of humans.

يقام في لندن هذا الأسبوع سوق السفر العالمي، وهو معرض خاص بالسياحة، تعرض خلاله شركات السفر الدولية كل ما لديها من جديد، وتتنافس البلدان في جذب السياح من أقطاب الأرض. وكانت للربيع العربي حصة في هذ المعرض من خلال ندوة جمعت القطاعات الخاصة والحكومية لمناقشة تداعيات الانتفاضات العربية على قطاع بات يمثّل مصدر دخل أساسياً لعدد من البلدان في منطقتنا، على رأسها تونس ومصر، حيث تبلغ مساهمة قطاع السياحة ١٢٪ من الدخل القومي. وقد تدنت هذه النسبة بنحو ملحوظ بعد الثورات التي هزت البلاد وأطاحت الحكّام. وصرّح أحد المشاركين العرب في مقابلة على الإذاعة البريطانية، وفي صوته نبرة من الندم، بأنّ الاقتصاد المصري أصيب بضربة قاسية أدت إلى زعزعته نتيجة انحسار القطاع السياحي بعد الربيع العربي. يعيد هذا الكلام إلى الأذهان الحديث التافه الذي لا نزال نسمعه حتى الآن من أبواق الفريق المعادي للمقاومة عن مسؤوليتها في إجهاض الموسم السياحي اللبناني خلال الحرب التي شنتها إسرائيل في صيف ٢٠٠٦. يُغفل هؤلاء أن إسرائيل دمرت البنى التحتية والمصانع والأراضي الزراعية. يتناسون أيضاً أنّ المقاومة أنجزت ما لم يكن أي عربي يعتقده ممكناً عندما دافعت عن الأرض والإنسان والوطن وطردت المحتلين، مكبدة إياهم خسائر فادحة، ما أدى إلى فرض توازن قوى جيواستراتيجي جديد تعمل إسرائيل ومن وراءها على تعديله من خلال التآمر والعمالة وتأجيج الصراعات الداخلية. وها نحن الآن مشغولون بالتصويت لمغارة جعيتا، مجنّدين كل السذاجة الممكنة، آملين إنهاض السياحة في بلد أصبح فيه اقتصاد الريع لاهوت الدولة. يا ليتهم يبذلون هذه الجهود في تنمية الريف وإصلاح الملكية الزراعية وإنهاض القطاع الفلاحي! ويا ليتهم يذكرون انتصارات المقاومة ويتباهون بها مثلما يتغنون بجعيتا. هكذا تصنع العجائب على يد الإنسان.

A Temporary Revival

Ardy (My Land), an exhibition of traditional food products in Lebanon, closes today. It is the fifth year in a row that, Jihad al-Binaa, an affiliate of Hizbollah and one of the facets of the resistance, puts on the exhibition. From the beginning, My Land has been an extraordinary success. People from all over the country pour in to visit it, with visitor numbers exceeding the tens of thousands.

One of its most significant achievements has been to revive the concept of the “market” in the consciousness of the local people. This concept was becoming elitist, evident in the markets set up weekly in the Solidere area and Hamra street. It has also been a rare opportunity for many rural associations and co-operatives, particularly women’s, who now wait for the exhibition to sell the products they make during the year.

In addition, the exhibition plays a major role in preserving the traditional food culture through encouraging sales and consumption, as well as educating the upcoming generations on the importance of the countryside and the agricultural and food traditions.

For all these reasons, the exhibition strengthens the bond between man and land, one of the most important cornerstones of the resistance effort. But the exhibition alone cannot revive the countryside. Despite all the efforts made by charities and the agriculture ministry, the “market farmers” sector, i.e. the smallest producers for whom agriculture is the main source of income, is in constant decline. This leads to a decline in the importance of the countryside and its social role.

We cannot redress this reality through encouraging local trade or marketing traditional products, because most farmers’ lives are not effected by My Land exhibition or any other local markets. Very few of them will be saved from poverty as a result of these efforts. Reviving the countryside and protecting local farmers from poverty and deprivation require a more revolutionary approach than simple marketing. An approach that is fit for the Resistance.

يُختتم معرض «أرضي» للمنتجات الغذائية التقليدية، اليوم، وهو المعرض الذي تنظمه للسنة الخامسة على التوالي مؤسسة جهاد البناء المرتبطة بحزب الله، والتي تمثل أحد أوجه المقاومة. منذ سنته الأولى، عرف أرضي نجاحاً مبهراً، والدليل تدفق الناس إليه من كل أطياف الوطن، حيث تعدى عدد الزوار عشرات الآلاف. ومن أهم إنجازاته أنه أعاد مفهوم «السوق» إلى عامة الشعب، بعدما كان قد أصبح إلى حد ما نخبوياً، كالأسواق الأسبوعية التي تقام في «السوليدير»، وفي شارع الحمرا، كما مثل فرصة نادرة لعشرات الجمعيات والتعاونيات الريفية، وخاصة النسائية منها، التي أصبحت تنتظر المعرض من عام إلى عام لتصريف المنتجات، التي يجري تصنيعها خلال السنة. إضافة إلى ذلك كله، يؤدي المعرض دوراً أساسياً في المحافظة على التراث الغذائي من خلال تشجيع البيع والاستهلاك، وتثقيف الأجيال الصاعدة على أهمية الريف وعلى التقاليد الزراعية والغذائية. لكل هذه الأسباب، يوطد المعرض العلاقة بين الإنسان والأرض، وهذه إحدى أهم ركائز العمل المقاوم. إلا أن المعرض لا يستطيع إنعاش الريف وحده، فرغم كل الجهود التي تبذلها المؤسسات الخيرية ووزارة الزراعة لا يزال القطاع «الفلاحي»، ونعني به صغار المنتجين، الذين تمثل الزراعة مصدر دخلهم الأساسي، في تراجع دائم، مما يؤدي إلى تراجع أهمية الريف ودوره الاجتماعي. لا يمكن تصحيح هذا الواقع من خلال تحفيز التجارة المحلية أو تسويق المنتجات التقليدية، فالعدد الأكبر من الفلاحين لا تتأثر حياتهم بمعرض أرضي ولا بسائر الأسواق المحلية، ولن ينجو من الفقر إلا القليلون منهم نتيجة هذه الجهود. فإنعاش الريف وحماية الفلاحين من الفقر والحرمان يتطلبان مقاربة أكثر ثورية من التسويق. مقاربة تليق بخط المقاومة.

تخوض «إسرائيل»، اليوم، معركة حرجة تبدو وكأنها على وشك خسارتها، هي معركة نزع الشرعية. تشكل حركة الـ«BDS»، أي المقاطعة وسحب الإستثمارات وفرض العقوبات على الكيان الصهيوني رأس حربة هذه المعركة. وقد أثبتت المقاطعة فعاليتها في وقتٍ سابق، حيث تم تحقيق عدد من الإنجازات النوعية في فلسطين وفي سائر بلدان العالم، منها انسحاب عدد من الفنانين من حفلات موسيقية في «إسرائيل». من الدلائل على نجاح هذه المقاربة القانون الذي أقره أخيراً الكنيست الإسرائيلي، والذي يعاقب كل من يدعو إلى مقاطعة «اسرائيل». هذا القانون أثار جدلاً في الأوساط الحقوقية العالمية والإسرائيلية، ولم تستطع حكومة العدو تطبيقه بفعالية حتى الآن خوفاً من الإرتدادات السلبية على الصورة (الزائفة) للكيان. نحن في لبنان منشغلون بالتصويت لمغارة جعيتا لوضعها على لائحة عجائب الدنيا. من غير المفهوم كيف وقع الخيار على جعيتا وعندنا عجائب وغرائب تتحدى المنطق، وقد تنال اللقب بالإجماع العالمي. فها هو رجل أعمال لبناني يقاضي ناشطين لبنانيين لأنهم تجرأوا على رفع صوتهم ضد الفرقة الموسيقية البريطانية «بلاسيبو» التي أتت إلينا مباشرة بعد حفلتها في تل ابيب، وكان قائدها قد أعلن صراحة دعمه للكيان الصهيوني بعد أيام من المجزرة التي نفذها جيش العدو على أسطول الحرية. دعوة مرفوعة على ناشطين وطنيين يحتجون على التطبيع مع الكيان الذي يقتل أهلنا ويدمر بلادنا، قبل بها القضاء اللبناني في الوقت الذي يتردد فيه القضاء الإسرائيلي عن قبول القضايا المرفوعة ضد ناشطي المقاطعة في اسرائيل! دعوة ـ وهذه أغرب الغرائب و أعجب العجائب ـ ترتكز على القانون اللبناني الذي ينص على مقاطعة إسرائيل في محاولة لتجريم هذه المقاطعة! قد يكون هذا البلد الوحيد في العالم حيث يخضع الطلب السلمي لمقاطعة العدو لمحاكمة قانونية. ألا يستحق ترؤس لائحة عجائب الدنيا؟

Archaeologists Worldwide Urge Halt to “Museum of Tolerance” Construction on Ancient Muslim Cemetery

Leading Archaeologists Appeal to Simon Wiesenthal Center Board, Mayor of Jerusalem, and Head of Israeli Antiquities Authority to Halt Destruction of Mamilla

October 20, 2011, New York; Jerusalem – In a letter submitted today, 84 leading archaeologists worldwide, with support from the Center for Constitutional Rights (CCR) and the Campaign to Preserve Mamilla Jerusalem Cemetery, urged Board Members of the Simon Wiesenthal Center, the mayor of Jerusalem, Mr. Nir Barkat, and the Head of the Israeli Antiquities Authority (IAA) to immediately halt current and future construction of the “Museum of Tolerance” on the site of Mamilla, a historically renowned Muslim cemetery. This plea comes as the Israeli architects commissioned to build the museum are threatening to resign from the project, as did Frank Gehry before them. The appeal is added to those of a growing number of cultural preservation and rights groups who have vocally opposed the project since 2010. Over this time, CCR has acted as legal counsel in appeals to the UN High Commissioner for Human Rights, the UN Special Rapporteurs on Religion and Racial Discrimination, the Independent Expert on Cultural Rights, and the UN Educational, Scientific, and Cultural Organization (UNESCO) to halt construction of the museum.

In their letter the archaeologists cite international ethics rules, as well as Israeli laws that were circumvented during the excavation of the Mamilla cemetery with the discovery of hundreds of Muslim burials, such as the 1978 Antiquities Act, which prohibits excavation in areas known to be burial sites, and 1994 regulations mandating that human remains be turned over to the Ministry of Religious Affairs for reburial. IAA policy also requires thorough recording of burial excavations, and the IAA has guidelines for the treatment of human remains.In addition, the letter details an affidavit from the museums site’s IAA Chief Excavator, Gideon Suleimani, which states “[S]ignificant archaeological transgressions that go to the heart of ethical issues in the archaeology profession took place on the Museum site. ...SWC knew that the site was full of human remains[;] SWC hurried the excavations, resulting in poor archaeological practices[;] SWC and the IAA misrepresented the extent of human remains present on the site and the status of the excavations to the Israeli Supreme Court[; and] the treatment of the Muslim burial site would not have occurred with a Jewish burial site.”

Said Tel Aviv University archaeologist Raphael Greenberg, "The case of Mamilla is a travesty of archaeological ethics. Mamilla Cemetery should be preserved as a demonstration of respect for Jerusalem's shared heritage."

Said Yale University archaeology Professor Harvey Weiss, "The bulldozing of historic cemeteries is the ultimate act of territorial aggrandizement: the erasure of prior residents. Desecration of Jerusalem's Mamilla cemetery is a continuing cultural and historical tragedy."

The archaeologists conclude with a final appeal: in the same manner that SWC has demanded respect for Jewish cemeteries all over the world and urged their preservation, action must be taken now to halt the destruction of the Mamilla cemetery. This is an important archaeological and cultural site and its preservation would exemplify the very commitment to tolerance and human dignity the “Museum of Tolerance” is meant to promote. To honor this commitment, the addressees ought to ensure a definite halt to construction on this cultural heritage site and respect it as an integral part of the Jewish, Christian and Muslim history of the Holy Land.

"This experience at least raises the possibility that broad public opinion in the U.S. could play a greater role going forward in constraining the U.S. government from supporting repression in the Arab world. The benefits for humanity of such a shift would be so great that even a small increase in its probability deserves serious attention.

With these concerns in mind, I recently read Rami Zurayk's book, Food, Farming, and Freedom: Sowing the Arab Spring. Zurayk is an agronomy professor at the American University of Beirut, a civic activist in Lebanon, especially around issues of support for agriculture and development in southern Lebanon, and author of the blog Land and People, about issues of rural development.

منذ الاثنين الماضي، يجتمع أكثر من مئتي مشارك في ندوة تقام في مقر منظمة الأغذية العالمية (الفاو) في روما، لمناقشة قضية حيازة الأراضي والغابات ومصايد الأسماك. تهدف هذه المباحثات التي تجمع ممثلين عن الحكومات العالمية والحركات الاجتماعية والمجتمع الأهلي إلى الاتفاق على مبادئ توجيهية تلتزمها الحكومات طوعاً، لتنظيم الشؤون المتعلقة بالحق في الأرض وباستعمالها ممّن ليس لديهم سلطة أو قوة أو مال. وتندرج هذه الاجتماعات في سياق الجهود الدولية لتعزيز الأمن الغذائي الوطني. الموضوع يهم الوطن العربي أكثر من أي منطقة أخرى في العالم؛ فالأمن الغذائي مفقود فيه منذ عقود، وليست هناك أية بوادر لحل قريب، الأمر الذي يجعل من العرب فرائس سهلة للشركات العالمية التي تحتكر التجارة بالغذاء. هناك أسباب عدة لغياب الأمن الغذائي العربي، وملكية الأراضي وحيازتها واحدة منها. فكيف للفلاحين أن يبذلوا جهودهم في تطوير الإنتاج وتحسينه، وهم لا يملكون الأرض؟ الأرض في بلادنا يستملكها الأقوياء منذ أجيال، وهم الذين جعلوا منها سلعة للتجارة العقارية، لا أداة للإنتاج؟ وهذا ما يفسر جزئياً ضعف جدوى الزراعة مقارنة بالاستثمارات العقارية. من ناحية أخرى، يمثّل الإنتاج الحيواني الجوال إحدى الركائز التقليدية للمنظومة الغذائية العربية؛ إذ إنه يتيح استعمال المساحات الشاسعة شبه الصحراوية التي تغطي أكثرية الوطن العربي. لكن اليوم ينتزع أعيان النظام في البلدان كافة هذه الأراضي من مستعمليها التقليديين ويُسطون عليها، وما يهتف به اليوم المتظاهرون في الأردن عن استملاك الأراضي من حفنة من المستفيدين خير دليل على الواقع العربي المرير. كل هذا يضع معظم البلدان العربية على رأس قائمة الدول الأكثر إجحافاً في توزيع الأرض. ولن نقترب من الأمن الغذائي ما لم يُصحَّح هذا الواقع.

Researching the Arab Spring

The Arab Spring could become an academic subject taught at universities all over the world. It is a very exciting and vital subject: for a century or so, the West has insisted that this nation did not exist, and here it is, full of energy again. The people who have been demeaned for so long by Arab

and Western Orientalists have broken the yoke of tyranny, overthrown some rulers and are threatening others. A whole nation is crying out to the world: we have what you do not. We have dignity and courage and we reject your mandate over our thoughts, culture and life.

The Arab Spring is a major turning point for Arab society. It remains so despite all the failures, which we hope are temporary, despite the violent repression and regional and international conspiracies and despite the dispersal of some opposition movements.

Of course, Western academics have seized the opportunity to engage in simplistic analysis. This is sometimes the result of their attempts to improve their own tedious positions in universities and research centers that consider themselves to be the height of achievement and the reference point for all thought.

Thus the Arab Spring is the latest fashion in research for those who have never even visited the Arab world. There are many examples of this. Recently, some researchers at Harvard published an in depth study, full of data and figures. Its conclusion was that the Arabs had risen because of the inflation in the price of foodstuffs. The paper was published immediately. It was not even subject to academic reviews, because, according to the publisher, the topic is so urgent and pertinent.

But what is this urgency they speak of? Is it the necessity to portray the Arab uprisings as revolutions caused by hunger? Or is it to rewrite the history of these events to suit the Western historical narrative? Of course, the problem is not just that these studies are published, but that they are absorbed and regurgitated by Arab academics.

This is why it is so important for us now, the Arab academics and activists, to organise ourselves into research groups in order to document our own uprisings and write our own history.

قد يصبح الربيع العربي مادة أكاديمية تدرّس في الجامعات العالمية. الموضوع مشوّق وهام وحيوي: أمة بكاملها أصرّ الغرب، خلال قرن كامل، على اعتبارها غير موجودة، فإذا بها تتفاعل الآن. شعب كان قد كتب له الإذلال المزمن في أدبيات المستشرقين العرب والغربيين يتمرد على الطغيان ويحقق الإنجازات ويخلع بعض الحكام ويهدد آخرين. قوم بكامله يصرخ في وجه العالم: لدينا ما ليس لديكم. عندنا الكرامة والشجاعة ونرفض وصايتكم على فكرنا وثقافتنا وحياتنا. فرغم كل الإخفاقات التي نأمل أن تكون مرحلية، ورغم القمع الدموي والمؤامرات المحلية والدولية وتشتت بعض المعارضات وضياعها، يمثّل الربيع العربي نقطة تحول أساسية في المجتمع العربي. لم يتأخر الأكاديميون الغربيون في انتهاز الفرصة للتحليل التبسيطي والموجّه أحياناً بغية تحسين وضعهم الرتيب في جامعات ومراكز أبحاث تعدّ نفسها قمة العلم ومرجعية الفكر. هكذا، أصبح الربيع العربي آخر موضة ومادة بحثية لمن لم يزر العالم العربي. والأمثلة متعددة، فمنذ فترة قريبة نشر بعض الباحثين في جامعة هارفارد دراسة أرادوها معمقة مليئة بالبيانات والرسوم التوضيحية مفادها بأن العرب انتفضوا نتيجة ارتفاع أسعار الغذاء. وقد نشرت هذه الورقة بسرعة قصوى ومن دون أن تخضع للمراجعة الأكاديمية، لأن الموضوع آني وفي غاية الأهمية، بحسب تصريح الناشر. لكن، عن أي أهمية يتكلّمون؟ عن ضرورة إعادة تصوير الانتفاضات العربية وكأنها ثورات جياع؟ أم عن إعادة كتابة الأحداث بما يتلاءم مع السرد التاريخي الغربي؟ طبعاً، المشكلة ليست فقط في نشر تلك الأبحاث، بل في استيعابها واجترارها من قبل بعض الأكاديميين العرب. لهذا، أصبح من الضروري تنظيم أنفسنا، أكاديميين وناشطين عرباً، ضمن مجموعات بحثية تعمل على توثيق انتفاضاتنا وكتابة تاريخنا.

قبل نحو قرنين، كان الوجود الشيعي في بلاد جبيل وكسروان، بحسب بعض المراجع التاريخية، غالباً على الوجود المسيحي، إلا أن تغيّر الظروف السياسية والعسكرية والصراعات الطائفية، دفع «المتاولة»، كما تصفهم معظم المراجع التاريخية، الى النزوح من كسروان وجبيل على دفعات. ومع نهاية القرن الثامن عشر، «ذاب» القسم الأكبر من الشيعة، في ظل الحملات التي شنها عليهم الأمير يوسف الشهابي منتصف القرن الثامن عشر (1763)، كما يشير المؤرخ طنوس الشدياق في كتابه «أخبار الأعيان في جبل لبنان». ووفقاً للشدياق فإن «المتاولة خافوا وقاموا بعيالهم من وادي علمات والمنيطرة الى الكورة فالقلمون، منهم من تفرق في جبة المنيطرة وعلمات، ومنهم من سكن في بلدة الهرمل».

The existing socioeconomic consensus will likely see little beyond minimal adjustments. Again, Tunisia offers a lesson: The interim government has opposed unionization efforts by the over 100,000-strong police force likely due to concerns over public expenditures as unionized employees maintain higher salaries and funded pensions. Many young Arabs also admire the dynamic economies of the West, which they believe are based on open markets with social welfare playing a secondary role. The conclusion for some is that liberalization went array due to corruption sabotaging the promising reforms, but that reforms transparently applied should bequeath a more prosperous society. New privatization may be off the agenda for now, but re-nationalization has not been a popular chant either. In my last post, I argued that the Lebanese Resistance and the Arab Uprising exist in a historical continuum. They both came in response to violent oppression and they both adopt revolutionary practices to reach the goal of liberation. I argue here that both the Lebanese Resistance and the Arab Uprisings have only gone part of the way towards changing the rules of the game and that they are not fully addressing oppression and exploitation and class justice. I also maintain that those who participate in the Arab Uprisings and those who align with the Resistance must put their beliefs in practice and take over some state responsibilities and use them in order to bring about class justice and to work towards taking over state power.

Questioning foreign funding in Palestine

"Gaza - Iman Aoun’s new play, Yasmine’s Home, weighs the advantages and disadvantages of funds provided by donor countries to the Palestinian Authority and local NGOs. Staged at Ashtar Theater in Ramallah, the play relies on interaction with the audience, a method developed by Brazilian director Augusto Boal, who founded the Theater of the Oppressed movement in the mid-20th century. Aoun poses some tough yet daring questions in the play: Does foreign funding result in real development in the Occupied Palestinian Territories (OPT)? Are we able to live without them? If so, how can we do that?

After her own experience with donors, Aoun, who is the artistic director of Ashtar Theater, found herself asking many questions. Her last battle was with a partner organization that funded the play Gaza Monologues. The organization requested the omission of the word ‘martyr’ from the script as a condition to continue funding the project. Aoun refused. Consequently, she began to question the intentions of donor organizations: Do they not have their own private agendas? And should we accept promoting their political message? Is this moral?"

Across the Arab World, protest power has shown its effectiveness. The achievements are incontestable. Yet, in the world of the Excluded, the Arab protests are looked at with some cynicism: “what have they brought us?” people ask. In this post I argue that protests are just one tool of change and should not become the goal of the revolution. Nor should we wait until we have state power before we start changing social and economic conditions. We should take action on the ground, now.

In Dubai, they think normalization with Israel is to slow

"In these circumstances, the lack of cooperation between Israel and its neighbours is a lose-lose situation for everyone. Israel has been spearheading research and innovation to overcome a harsh climate and water scarcity. But there is very little knowledge sharing between Israel and other countries in the MENA region."

This is from an article in the Khaleej Times, published in Dubai. It laments the lack of normalization between Arabs and Israel. It is written by an Israeli whose job is "to connect businesses across geopolitical borders in transfer of technology in sectors such as logistics, renewable energy, plastic, agriculture and medical fields. The countries in focus are Jordan, Qatar, and UAE." WTF???????? Is there no shame left???

The Arab Spring is about to bloom in the Gulf as it is doing in Egypt right now.

هناك نقطة تحوّل جوهرية في العلاقة بين القوي والضعيف. في لحظة حاسمة خلال المواجهات المعدومة التوازن، ينقشع المنظر أمام الضعيف ويرى الأشياء كما هي: القوي خامته بشرية فيه نقاط ضعف هائلة وجبان يخاف ويبكي ويكذب ويغش. حينها، يخسر القوي هيبته ويزول حاجز الخوف وتنكشف الحقيقة ويتحول القوي إلى موضوع سخرية وهزل. يشكل هذا الإنتقال في الوضع النفسي للضحية خطوة أساسية في عملية التحرر الذاتي والتي تعلن عن تبديل موازين القوى. بلغنا هذه النقطة في لبنان خلال حرب 2006، عندما تصدت فرقة صغيرة من المقاومين لنخبة الجيش الصهيوني، وجعلت جنوده يبكون من الرعب وينادون أمهاتهم لإنقاذهم. عندها سقطت أسطورة الجيش الإسرائيلي العاتي وصححت الصورة في أذهان الناس وبتنا جميعاً على يقين تام بأن هؤلاء بشر وجبناء يختبئون خلف الدبابات، ولا ينتصرون علينا إلا في عقولنا. هكذا كان النصر، وهكذا سيكون دائما لأننا كسرنا حاجز الخوف وانتقلنا من حالة الكفاح اليائس الذي لا منفذ له إلاَ الفناء، إلى التضحية من أجل بناء حياة أفضل بانت علينا ملامحها. أصبحنا نقاوم لأننا نعشق الحياة وليس لأننا يائسون منها. لا نزال في عالم الأكاديميا العربي نعاني من الضعف النفسي تجاه الكيان الصهيوني. لا يزال العدد الأكبر من العلماء العرب ينظرون إلى العلماء الإسرائيليين نظرة الضعيف نحو القوي. غذَت هذه الحالة عقود من البروباغاندا ومن الإهمال الرسمي العربي لأن انظمة الطغيان سرقت مال الشعب بدلاً من بناء المدارس والجامعات ومراكز الأبحاث. لن يكتمل ربيعنا العربي في غياب إصلاح شامل للتعليم والأبحاث. لن يأتي النصر إلا محمولاً على أكتاف جيل خلاق يعرف كيف يبتكر التكنولوجيا وليس فقط كيف يشتريها.

Disillusionment is part of the cycles of life. To be able to fully engage and commit in difficult endeavors, we have to raise our expectations really high. But outcomes are often disenchanting, and we slip into the disillusionment trough. However, this feeling can be used positively. It can drive us to seek what many would describe as unrealistic and impossible. It can help us come close to our utopia.

This is why I am not disillusioned with the Arab Spring. The Arab uprisings have reshaped our lives and our society and are impacting the world. The Arab dictatorships have effectively ended, and the oil monarchies of the Gulf will soon realize that they are gone. Israel is on its way out. This is precisely why we should continue to support all uprisings.

The depeasantization of Lebanon: an authoritative article by Albert Dagher

Parts one and two of the most excellent article by Albert Dagher on the history of the depeasantization of Lebanon. The title is revealing: How the Lebanese rural space was emptied from its inhabitants. The author starts at the onset of the 18th century and covers in detail the policies and politics since independence. The thesis is of course simple and absolutely correct and he demonstrates it ably: Lebanon's agricultural (and food security) potential is unmet, simply because successive governments adopted an ultra liberal doctrine that benefited the rich who flourish under a rent economy. Ecology and climate have little to do with that. Farming is in decline because of politics and policies, and not because of environmental constraints. This is very very important to remembers as it runs against conventionally received wisdom that we should oppose. This is an absolute must read (in arabic).

This process has a name. It is called greenwashing. I wont even get here into how some members of the environmental and developmental sector accept crumbs from governments that arm Israel with billions of US dollars to allow it to better destroy our lands with cluster bombs, to burn our forests and to bomb our fuel tanks causing one of the largest environmental oil spills in the Mediterranean. This is why this honor code is badly needed. It could be a major step towards an ethical charter that self-regulates the work of a sector that draws its strength from its claims to represent society.

Child labour in the potato fields in Lebanon

This is a short documentary by Christine Habib on child labour in the potato fields in Lebanon. Kids of under 10 toil 8 hours under the sun for 6,000 pounds ($4) a day. Last September, Lucile Garcon and I published a couple of articles in Le Monde Diplomatique on the women and children who work the potato fields and we co-produced an 25 minutes movie called Warshe on the same topic. The program uses a bag of chips as an excellent entry point and tries to reflect on the difference between urban and rural kids. In the interview, the minister of labour wants to do something about it, like preventing the work of kids during summer. Of course, kids should not do adult work for a pitance. But there are many issues here: one of them is that in the absence of a system that provides social opportunities for children and youth, and a little bit of money as pocket money, and good free schooling (one of the kids said he saves the money to help pay for schooling in Syria), this will just make things worse. The system that pushes kids toil to be able to buy a bag of chips or to pay for school supplies has to be crushed. This is not done by just preventing kids from working. Anyway, go implement that and let me know how far you get.

Kamal Salibi, the man who revealed Lebanese history for what it is

The falsification of Lebanese history: This is an excellent interview conducted with the late Kamal Salibi by Saqr Abu Fakher and published in assafir today.

Kamal will be missed. I met him in my late father in law's (Usama al Khalidi) house in 1982, where he was a frequent visitor. Usama and him were friends since their university years. I saw him a lot during the Israeli siege of Beirut in 1982. I didn't have a place to stay and I slept on his balcony (it was summer) a couple of times. One night was one of the worst aerial and land bombing I have ever been through (and I've been through 1982 and 2006), and the whole building was shaking and shells were falling everywhere and the sky was lit as in hell.

Kamal used to walk to his AUB office everyday regular as a clock, carrying some papers and if I remember well, a cigar box, but my memory could be failing. Regardless of the intensity of the bombing, he would take the same streets everyday from his old house on Sadat street to the AUB IC gate walk through campus. I learned later that he was working on his famous book: The Bible Came From Arabia. He used to discuss it with Usama during the evenings but my attention span was too short for me to figure out what it was all about. My attention span hasn't improved since, but then I met Kamal again in Oxford when I was preparing my DPhil and he was a visiting scholar at the Center for Lebanese Studies and he gave me a copy of the draft of his book Stories of the Bible People, which he was working on. I had never gotten beyond the first few pages of The Bible Came From Arabia but I thoroughly enjoyed Stories...which takes a lot of the same themes and links them to biblical stories. I can dig stories.

I kept meeting Kamal, which I called `ammo Kamal (uncle Kamal) as Usama and his family did. I saw him several times in Jordan, where he was the head of Prince Hassan's (then Crown Prince Hassan) center for interfaith studies (not sure this is the exact name). I saw him later in Beirut, in the past few years and he had aged tremendously and had had a stroke and could not see very well but he had remained pretty sharp. I love his books about the history of Lebanon and recommend them to all. He was also an organ player and sang Christmas carols every Christmas.

ثمة تطور تاريخي يشهده قطاع العمل الأهلي البيئي حالياً. قد نرى قريباً تغييراً جذرياً في طبيعة هذا القطاع وطريقة عمله، وخصوصاً في العلاقة مع الممولين الذين يسيطرون فعلياً على أجندات عمل القطاع، ولا سيما المنظمات غير الحكومية. وتحدثت مقالة نشرتها الزميلة «السفير» بقلم الزميل حبيب معلوف عن لقاء موسع دعا إليه وزير البيئة لمناقشة خطة عمل الوزارة. وتطور الحديث إلى طرح مسألة هوية الحركة البيئية في لبنان وأولوياتها وعلاقتها بالقطاعين العام والخاص. وقد نجم عن هذه النقاشات مسودة بيان لم يحظ بموافقة جميع المشاركين، بل يمكن اعتباره خطوة أساسية نحو ميثاق أخلاقي يكون الالتزام به طوعياً.
إنّ هذه القضية في غاية الأهمية؛ لكون كل الجمعيات الأهلية، لا الجمعيات البيئية فقط، في العالم كله، لا في لبنان فقط، تعاني من التبعية للممولين مهما كانت هوية هؤلاء، ما يجعلها تعمل لمصلحتهم لا لمصلحة الشعب الذي يفترض أنّها تمثله. يؤدي هذا الواقع إلى حالات شاذة أصبحت اليوم موثقة في دراسات أكاديمية. وفي هذه الحالات تعمل الجمعيات على «تبييض» صورة الأغنياء والشركات التي يمولونها بجزء ضئيل من الثروات التي كدسوها نتيجة تدمير البيئة. وفي كثير من الحالات تعمل بعض الجمعيات على شكل حصان طروادة، و قد تخدم من خلال عملها أجندات سياسية مشبوهة للدول المانحة والمؤسسات التابعة لها، بما في ذلك تسهيل عملية التطبيع مع العدو الإسرائيلي وجمع المعلومات والبيانات. وهذا ما نشهده يومياً في لبنان كما في سائر الوطن العربي.
إلى من يعمل على ميثاق يحرر العمل الاجتماعي ويضع البيئة في إطارها الصحيح كنقطة عبور أساسية نحو العدالة الاجتماعية نقدم كل التقدير.

منذ بداية عهد الاستعمار، تلعب الشركات التجارية الكبرى دوراً أساسياً في وضع اليد على ثروات العالم لمصلحة اقتصادات الغرب. فتحت القوى الإستعمارية الأوروبية بجيوشها الطريق الى أميركا وافريقيا وآسيا، تاركة لشركاتها فعل عملية نهب الموارد وإنتاج السلع ونقلها إلى بلدانهم، وإغراق أسواق البلدان الواقعة تحت السيطرة بسلع مصنّعة، الأمر الذي أدى إلى تدمير اقتصاداتها المحلية. وعندما أصبحت أميركا على رأس الأمبراطورية المعولمة بعد الحرب العالمية الثانية، طورت هذه العلاقة وتأقلمت مع الواقع الذي فرضته الحركات التحررية المناهضة للإستعمار. اعترفت بها، وفي بعض الأحيان، مدّتها بالعون، شرط أن تبقى العلاقات الاقتصادية مفتوحة وفقاً للمعادلة التجارية الإستعمارية القديمة: الموارد الخام بدلاً من السلع المصنعة. وقد اعتمدت الأمبراطورية على طبقة صغيرة من الحكام والأثرياء المحليين لإبقاء الأسواق مفتوحة لشركاتها. هذا ما حصل، مثلاً، في قطاع الغذاء في الوطن العربي. وهذا ما يفسر لماذا تدخّل السفير الأميركي في تونس، شخصياً، عشية الثورة ليطلب من أحد شركاء بن علي دعم شركة ماكدونالد! نتيجة لهذا الواقع، نستورد نحن العرب الآن 80% من احتياجاتنا الزراعية عبر شركات عملاقة، رغم أنه باستطاعتنا، من خلال التكامل الاقتصادي واعتماد السياسات الملائمة، زيادة كمية الإنتاج وتقليص التبعية الغذائية وتخفيف وطأة الفقر.
تعم الإحتجاجات والإنتفاضات عالمنا العربي. ها هو الدكتاتور القذافي يهوي، وآخرون ينتظرون دورهم. وعلى الثوار أن يدركوا تماماً أن المعركة الحقيقية هي معركة الإقتصاد وأن الشركات الكبرى هي جزء لا يتجزأ من منظومة السيطرة وأنه يجب وضع حد لهيمنتها من خلال السياسات كما من خلال الخيارات الشخصية

لقد تخطت الانتفاضة العربية حدود الوطن العربي، وانضم إليها الملايين من كل أنحاء العالم. وتماماً، كما في الوطن العربي، هناك خصوصية لكل دولة ولكل طبقة تدفعها إلى العصيان، إلا أن هناك عاملاً مشتركاً بين جميع الثورات الشعبية التي يشهدها الكوكب، هو دافع «طفح الكيل».
طفح كيل الناس من القمع والاستبداد والفقر والبطالة والآفاق المسدودة. طفح الكيل من الأنظمة الأمنية من لندن إلى صنعاء، ومن العنصرية والتهميش ومن انهيار الخدمات الاجتماعية. طفح الكيل من أزمات السكن ومن دفع الفقراء إلى العيش في الصحارى الثقافية عند تخوم المدن. طفح الكيل من طبقة صغيرة من الأغنياء تتصرف كأنها تملك الكوكب بسكانه وموارده وماله وتفضل حيواناتها الأليفة على البشر. طفح الكيل من انتظار الباص الذي لن يأتي؛ لأن الشركة خُصِّصت، ومن الكهرباء التي خرجت ولم تعد. طفح الكيل من تقبيل الأيدي والتوسل لإدخال طفل إلى مدرسة لا يملك الناس قسطها أصلاً. طفح الكيل من الموت على أبواب المستشفيات الخاصة؛ لأن لا طبيب ولا ممرض ولا دواء في المستشفيات الحكومية ولا نقود في الجيب. طفح الكيل وخرج الناس إلى الشوارع بخطوة لا تراجع عنها. بإمكان هذه الجماهير أن تمارس ضغطاً هائلاً على منظومة التحكم السياسية والاقتصادية والأمنية والاجتماعية والثقافية السائدة، هذا الضغط الذي قد يؤدي إلى الانهيار. وبالتزامن مع الاضطرابات الشديدة التي تشهدها الاقتصادات العالمية والأسواق المالية، نكون قد وصلنا فعلاً إلى عتبة تحول تاريخي. علينا الآن الاستفادة من هذه الفرصة والانتقال سريعاً من حالة «طفح الكيل» إلى حالة «هذه هي البدائل». ولا بد للخطوة الأولى من أن تكون الإجماع على تحديد طبيعة منظومة التحكم وأشكالها ومواجهتها بجميع الإمكانات المتاحة

يقولون أن بلادنا لا تصلح للزراعة الحديثة وأن كلفة إنتاج الغذاء فيها يفوق بأضعاف كلفة شراء السلع المدعومة التي تُغرق الأسواق العالمية. لا بأس.
يقولون أن أتربتنا, في الهلال الخصيب ضعيفة وقليلة الخصوبة وأنها لن تجني لنا محصولاً وفيراً، إلا إذا أشبعناها بالأسمدة والمبيدات وغرسنا فيها بذوراً مهجّنة تحتكر بيعها شركاتهم. لا بأس.
يقولون أن مياهنا شحيحة وأنه يجب إعادة توزيعها بعيداً عن قطاع الزراعة الذي، كما سبق وقالوا، لا جدوى منه. ينصحوننا ببيع المياه لمن يملك المال، عدواً كان أم صديقاً، فهذه تجارة وكما يعلم الجميع التجارة أساس السلام وعصب الإقتصاد، وهم بالمناسبة مستعدون لمساعدتنا في سعينا إلى خصخصة مواردنا وإيجاد صفقات مربحة. لا بأس.
يقولون أن هناك مناطق في بلادنا تنعم بـ«ميزات تفاضلية»، نتيجة مناخها المعتدل وقد تصلح لبعض الإنتاج الزراعي. إلا أنه يجب التركيز على الأصناف السريعة التلف مثل أزهار الزينة بهدف تصديرها إلى الخارج في مواسم محدودة وقد تخضع هذه الأصناف لمنافسة عالمية حادة وقد يتطلب إنتاجها استثماراً رأسمالياً لا يقدر الفلاح الصغير على تأمينه، ولكن لا بأس.
يقولون أنه علينا الإمتناع عن دعم صغار المزارعين والفلاحين ومربي المواشي وأنه يجب ترك شريعة الغاب تسود مكان التكافل الإجتماعي وأنه من الأفضل أن نركّز جهودنا على المدن والقطاعات الريعية مثل الإتصالات والإتجار بالأراضي والعقارات. لا بأس.
ولكن لم يقل لنا أحد شيئاً عن مصير مئات الملايين من سكان الأرياف الذين أفقرهم نمط الإقتصاد المجحف الذي اعتنقته أنظمتنا وأصبحوا اليوم مشردين ومهمشين لا يملكون إلا أجسادهم.
لا بأس، فلتتفتح آلاف ميادين التحرير من صنعاء إلى أغادير.

سنلاحظ أنّ الانفتاح الاقتصادي، الذي اكتمل منذ أواسط العقد الأول من القرن الواحد والعشرين، فرض انهيار الصناعات، حتى تلك" التي كانت تعدّ من إرث سوريا، مثل الصناعات النسيجية، وكذلك انهيار الزراعة وفقدان سلع استراتيجية مثل القطن والقمح. ولذلك، نجد أنّ الحراك بدأ وتوسع في الريف، أكثر من المدن. من درعا وريفها إلى ريف دمشق، إلى بانياس وإدلب وجسر الشغور،

إلى القامشلي. وربما يشبه ذلك الوضع التونسي، إذ انطلقت الانتفاضة من الريف ووصلت إلى المدن فانتصرت.

«Le monde arabe importe près de 65 millions de tonnes de céréales par an, contre 58 millions de tonnes pour l’Asie, un continent dont la population fait au moins vingt fois celle du monde arabe, déplore-t-il. Mise à part la Syrie, tous les pays arabes ne couvrent pas leurs besoins alimentaires. En fait, certains pays du Golfe importent 90 % de leur alimentation. The Racist Spring

There is no doubt that the protests taking place in Israel in the last few days are very interesting. They offer us a clear picture of the nature of the colonialist Zionist society. This society, built on persecution, occupation, massacres and land theft (and which opinion polls consistently show to be united in its racism against Arabs) still draws the admiration of the international media and even some of the Lebanese who are blinded by their sectarianism and racism.

When protests began as a reaction to the high prices of cottage cheese, the Zionist prime minister appeared before the world with his usual arrogance and declared that while the Arabs were having revolutions against oppression and corruption, the Israelis were having theirs against the price of cheese. The government put pressure on the cheese monopolists and the matter was sorted.

However, it did not take long before other groups began to stir, demanding more housing (there is a chronic housing crisis in Israel). They began to demonstrate and built a tent camp in one of Tel Aviv’s main squares. The international media covered this movement and blessed it. They saw it as a sign of the dynamism of Israeli society and of the democracy of Zionism. Some, stupidly and naively, compared them to the protests of the Arab Spring. This is an insult to the millions who are taking part in the popular Arab uprisings and the thousands of martyrs who have fallen.

What is going on in occupied Palestine at the moment can be summarised as follows: some Zionist colonialists are fighting over a piece of land that was taken by force from the Palestinians and to which they have no right to start with. Their racism has blinded them to such an extent that they do not notice the irony of their position: the demand to end homelessness by those who have themselves displaced the Palestinian people and occupied their land, by those who practice the vilest forms of racism against the Palestinians every single day.

The Arab Spring, despite all its shortcomings, is an popular liberation movement that transcends race and ethnicity. What is taking place in Israel is a racist movement that seeks to further entrench occupation and colonialism.

لا شك في أن الاحتجاجات التي تشهدها «إسرائيل»، في هذه الأيام، مثيرة للاهتمام، وتقدم صورة جليّة عن طبيعة المجتمع الصهيوني الكولونيالي. هذا المجتمع، الذي بني على الاضطهاد والاحتلال والمجازر وسرقة الأرض، والذي تشير استطلاعات الرأي فيه إلى مدى تماسكه العنصري ضد العرب، لا يزال يثير إعجاب وسائل الإعلام العالمية وبعض اللبنانيين الذين تعميهم طائفيتهم وعنصريتهم. عندما بدأت الاحتجاجات في ردّ فعل على ارتفاع سعر الجبنة البيضاء، أطل رئيس وزراء العدو على العالم بغطرسته المعهودة، وصرح بأن العرب يثورون على القمع والفساد، والإسرائيليين يثورون من أجل سعر الجبنة. ضغطت الدولة على المحتكرين وسُوِّي الأمر. لكن سرعان ما تحركت مجموعات أخرى تطالب بمساكن (هناك أزمة سكن مزمنة) وتظاهرت وأنشأت مخيماً في إحدى ساحات تل أبيب. غطت وسائل الإعلام العالمية هذه الحركة الاحتجاجية وباركتها، ورأت فيها إشارة إلى ديناميكية المجتمع الإسرائيلي وإلى «الديموقراطية» الصهيونية. ذهب البعض بالغباء والسذاجة إلى حد تشبيه الاحتجاجات بالربيع العربي، وهذه إهانة للملايين الذين يشاركون في الانتفاضات الشعبية العربية ولآلاف الشهداء. إن ما يجري اليوم في فلسطين المحتلة، يمكن اختصاره بالآتي: بعض المستعمرين الصهاينة يتقاتلون على حصة من أرض سلبت بالقوة لا حق لهم فيها بالأصل، وقد أعمتهم عنصريتهم إلى حد أنهم لم يلاحظوا سخرية الموقف المطالب بإنهاء «التشرد» مِمّن شرد الشعب الفلسطيني واحتل أراضيه ويمارس يومياً بحقه أبشع أنواع التمييز العنصري. إن الربيع العربي، مع كل إخفاقاته، حركة تحريرية شعبية شاملة. أما ما يجري في فلسطين المحتلة، فحركة عنصرية تهدف إلى ترسيخ الاحتلال والاستعمار.

WFP in Somalia: what's going on?

"Back in 2006 just as Somali farmers brought their grain harvest to market, the WFP began the distribution of its entire year’s grain aid for Somalia. With thousands of tons of free grain available Somali farmers found it almost impossible to sell their harvest and faced disaster.

Thousands of angry Somali farmers gathered at WFP distribution centers across Somalia to protest, sometimes violently. In an attempt to calm matters the WFP promised an investigation which in due course announced that, yes, the WFP had done the Somali farmers wrong and promised they wouldn't do it again.

Then in 2007 just as the Somali grain harvest began to arrive in local markets the WFP once again distributed its entire year’s grain aid, only this time with the Ethiopian army there to protect it. With a four year long on and off again drought since afflicting most of Somalia you could say the WFP helped put the nail in the coffin of Somali agriculture." (thanks marcy)

"Further contributing to Lebanon’s food insecurity are its drastic disparities in wealth. The UN estimates that 28 percent of the Lebanese population lives under the upper poverty line of $4 per person per day, and there is a “wild gap between rich and poor,” says the FAO’s Abbassian.

“From the data we’ve been collecting it seems that… there are pockets of poverty and food insecurity in certain areas in the country,” says Hala Ghattas, assistant professor of community nutrition at the American University of Beirut.

They argue over whether it is better to buy nopales, the fleshy pads of edible prickly pear cactuses, cut up or whole.

In California, indigenous Mexican farmworkers are the poorest of the poor, with a median family income of $13,750 compared with $22,500 for their mestizo — the Spanish term for people of mixed European and Indian heritage — counterparts, according to a 2007-9 Indigenous Farmworker study done in conjunction with California Rural Legal Assistance Inc.

Language is a pressing issue: Farmworkers from Oaxaca speak neither Spanish nor English, making it difficult to follow a doctor’s prescription or respond to a criminal charge. "Reports that a company owned by Cargill and ABF bought all the available UK feed wheat last month has renewed calls for tighter regulation of commodity markets.

Traders reportedly told the Bureau of Investigative Journalism that Frontier Agriculture bought all available May Futures contracts on the London International Financial Futures and Options Exchange (Liffe) in the period running up to the tender date in the last week of April.

It has been described as an “unprecedented move” and an attempt to manipulate the market, which Frontier denies.

However, the BIJ says that Frontier is believed to have taken delivery of about 225,000 tonnes of feed wheat now worth about £40m."

"Somalia's last major famine was in 1992 and was not caused by drought. Nearly 300,000 innocent people starved to death because of sectarian politics. The epicentre of that famine was in Bay, one of the country's most productive agricultural regions, and starvation was induced by warlords who used food as a weapon against farmers and pastoralists.
Marauding gangs had invaded the region after the collapse of the Somali state in 1991 and looted farmers' harvests. The country's major warlord wanted to capture the region, so did not allow food aid to reach the desperate population.
