So there it is: select an oil-rich food producing nation, destroy its infrastructure, rob it, then lend it money to rebuild itself, but entrust the money to the most incompetent and inefficient party you can find, to make sure the country will never stand up again. Meanwhile, keep stealing its oil and its money and its riches. Sounds like a good plan.
