Altered state

إنّ الأزمة الراهنة تتعدّى في جوهرها ومدلولاتها مسألة التوافق على الشخصية المناسبة لتولّي رئاسة الجمهورية. قد يكون انتخاب الرئيس الجديد مدخلاً للبحث في حلٍّ للأزمة، لكنّه ليس الحلّ بالتأكيد. جوهر الأزمة أنّ ليس في لبنان دولة. ما لدينا هو نظام سياسي أشبه بآلية لتقاسم السلطة والمصالح والمغانم بين أركان طبقة سياسية قابضة، قوامها متزعّمون في طوائف، ورجال أعمال وأموال، وآمرو أجهزة أمنية واستخبارات. هذا النظام الفاسد المهترئ، بات خطراً على الكيان نفسه. من هنا تنبع حاجة استراتيجيّة لتجاوز النظام من أجل تحقيق تسوية تاريخية هي اتفاق الطائف نفسه، بعدما أصبح مواد دستورية واجبة التطبيق، جوهرها إقامة دولة مدنية ديموقراطيّة على أساس حكم القانون والعدالة والتنمية
قوى الموالاة غير معنيّة بتجاوز النظام السياسي الفاسد، فهي مستفيدة منه ولها مصلحة في إدامته. قوى المعارضة تبدو بدورها متضرّرة من هذا النظام وراغبة في تجاوزه، لولا هاجسان يحدّان من حركتها وفعاليّتها: إعطاؤها للمقاومة ـــــ في ضوء خطورة الظروف الراهنة ـــــ أولويّة شبه مطلَقة على ما عداها من القضايا، وتخوّفها من مخاطر الفتنة المذهبيّة وآثارها التدميرية في الداخل

Translation: "The current crisis involves far more than finding a compromise president of the republic of Lebanon. Finding a president may be the start of the solution, but not the solution itself. The essence of the crisis is that there is no state in Lebanon. What we have is a political regime closer to a mechanism for the division of authority, interests, and loots between the pillars of a political class formed essentially by sectarian leaders, business people and rich people, and the heads of the security apparatus. This corrupt, rotten regime has become a danger to the entity (of Lebanon) itself. Hence the strategic need to move forward from this regime, overtake it...and found a democratic state based on the rule of law, justice and development.
The pro-governmental forces are not concerned with overtaking the corrupt regime. They benefit from it and have interest in sustaining it. The opposition seems to be harmed by this regime, and to want to overtake it. It is held back by two considerations: The fact that it gives the Resistance priority over any other issue, and its fear from a destructive internal sectarian strife." I dont agree with Naaman on everything he says, but his reading of the neo-liberal pro-government is correct. It sits at the basis of their neconservatism and ultra liberalism. I believe the current government (and many before it) fosters a no state situation so that the money can be divided more easily between the oligarchy and the warlords.

But I think that the vast majority of the opposition has none of the maturity attributed to it by Naaman, and that given half a chance, it would happily switch places with the government. For one it is as sectarian as any of the major forces in the country. And I'm still waiting for a development program. Nasrallah said some good things about agriculture and industry in the opening speech of the "ardouna" (our land) exposition of traditional foods and crafts organized by Jihad al Binaa, Hizbullah's social arm, but I dont think he's really onto it. More about this later.
